Onimole Mobolaji Adebowale is a graduate of Civil Engineering from the University of Lagos, Akoka. He observed his mandatory NYSC at Halliburton Energy Services Nigeria Limited, a Global Oilfield Service Company to the Upstream Oil Industry, located in Port Harcourt and thereafter completed his MBA Programme in Investment Management from London School of Business and Finance/University of Wales. 

Onimole Mobolaji Adebowale insatiable thirst for knowledge, despite being trained as a Civil Engineer with Zonal Isolation experience in Oil Services, made him foray into other areas of professional endeavours. 

Mobolaji today is a Certified IMF Public Financial Management Expert (PFME). He is equally a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN) and a Fellow of the Chartered Institute of Taxation of Nigeria (CITN)respectively

Mobolaji is also a Certified Scrum Master and Agile Practitioner certified by Scrum Alliance USA, a Certified Risk Management Expert by Dunn & Bradstreet; and an Associate Member of the Institute of Internal Auditors (IIA). 

Mobolaji joined the Lagos State Public Service on the 29th of December 2017 and was appointed Head, Economic Intelligence Unit (“EIU”) in the Ministry of Economic Planning and Budget, with mandate to prepare the State’s Medium Term Strategy Documents, amongst which is the preparation of the State’s Medium Term Budget Framework (“MTBF”), a key component of the State’s Budget Preparation process amongst otherassignments.

Mobolaji was subsequently redeployed to the Development Partnership Department (“DPD”), Ministry of Economic Planning and Budget to Head the Loans and Grants Unit in December 2019.

Mobolaji has supported and delivered on several statewide assignments since he joined the State Civil Service, notable amongst which are his exploits as the Secretary of the Lagos State Circular Economy Technical Working Group (LACE – TWG) that delivered the first Ever Circular Economy Hotspot in Africa, with an investment opportunity of not less than $3trillion for the Continent of Africa, with Lagos State as the gateway.

He equally supported, as Secretary, the Completion of the Advisory Service Analytics (“ASA”) Programme of the World Bank, leading to the co-establishment of the Lagos Platform for Development (“LAPD”) in October 2021; and the immediatecommencement of the Evaluation of Lagos State’s Urban Development Bankable Projectsalong the Transport oriented Development (TOD) and Land Value Capture (LVC)ecosystems respectively.

Mobolaji was appointed the State Focal Person for World Bank/FGN States Fiscal Transparency, Accountability and Sustainability Performance for Results Programme (“SFTAS Pfor-R Programme”) in February 2020 and co-led the Lagos State Team that won over $14.5m (N5.51Bn) Grants for Year 2019/20 Annual Performance Assessment (“APA”) of the SFTAS P-for-R Programme. 

Mobolaji further co-led year 2020/21 SFTAS Annual Performance Assessment (“APA”) with a minimum target of $15m Grants for Lagos State and went ahead to support the State’s Team that delivered the Landmark Adoption of National Chart of Accounts (“NCoA”) by Lagos State in December 2020. 

With the permission and support of his principals, he successfully defended the Adoption of National Chart of Accounts at the Lagos State House of Assembly in December 2020 and subsequently supported the facilitation of Internal Capacity Development in Public Financial Management (with focus on NCoA) for members of staff of the Ministry of Economic Planning and Budget. 

Onimole Mobolaji Adebowale is a Pioneer Member of Lagos State Hybrid Circular Economy Team established in December 2020, comprising of Public and Private Sector participants that won the keenly contested Bid for the Hosting of the Circular Economy Hotspot in November 2021, a global event that was successfully subsequently hosted in July 2023 (a 1st in Africa).

Mobolaji had served as a member of the Marketing & Finance Committeesrespectively for the year 2020/21 EhingbetiInvestment Summit; and was also appointed a Change Ambassador by the Lagos State Office of Transformation and Innovation and Transformation (OTCI) in the year 2018

Prior to joining the Public Service in December 2017, Onimole Mobolaji was the Principal Consultant of Quant Financial Consulting Services Limited (An Advisory, Tax and Audit Services Firm). He equally served as the Group Chief Financial Officer (G-CFO) of Hamilton Technology Oil Services Company, Port Harcourt in 2014. 

He started his professional career at Arthur Andersen in 2001 and rose through the ranks from a Staff-Assistant to Manager Transaction Services / Deal Advisory, Financial Advisory Division of KPMG Professional Services Lagos (2008/09).

He equally had a brief stint in the Real Estate Industry, where he served as General Manager – Bela Vista Properties Limited (2010) and supported the construction of the Iconic PrimeWater View Gardens at Lekki, Lagos State.  

Onimole Mobolaji Adebowale was appointed Director, Development Partnership Department – Ministry of Economic Planning and Budget in August 2023. ​
